Supriya Sule Says NCP (SP) Will Back Delimitation Bill With Conditions, Rules Out NDA Switch

NCP (SP) leader Supriya Sule announced that her party would extend conditional support to the 131st Constitution Amendment Bill on delimitation, setting out riders while firmly shutting the door on joining the NDA. The statement came amid a flurry of political activity around the bill, with senior Congress leader P. Chidambaram alleging that the BJP is actively wooing both NCP (SP) and the DMK to assemble the numbers needed to pass the legislation.

The delimitation bill is among the most politically charged pieces of legislation before Parliament, because it will redraw Lok Sabha constituency boundaries using updated population data. Southern states — which have historically managed their population growth more successfully than several northern counterparts — fear that a straight population-based redraw will cost them parliamentary seats and, by extension, political influence at the national level.

Sule's formulation — support with riders — suggests NCP (SP) is open to negotiation rather than outright opposition, a nuanced position that gives it leverage without committing to the government's side. She was explicit, however, that backing the bill does not mean joining the NDA, attempting to draw a clear line between policy alignment and political allegiance.

For the BJP, securing the support of regional parties outside the NDA is essential if it does not have the numbers in Parliament to pass a constitutional amendment on its own.
