The Indus Waters Treaty, originally brokered by the World Bank in 1960, governs the distribution of water from the Indus river system between the two countries. India had moved to place the treaty in abeyance following the Pahalgam terror attack, citing Pakistan's alleged support for cross-border terrorism as grounds for reconsidering the arrangement.
By rejecting Track II reports — a reference to informal diplomacy carried out through academics, former officials and civil society figures rather than through official government channels — India is making clear that no parallel process will substitute for or pre-empt official policy. This effectively closes off an avenue that Pakistan may have been counting on to quietly de-escalate the water dispute.
The move will deepen Pakistan's water anxieties, particularly as the country already faces significant stress on its agricultural water supply.
